Hope on the Hill Recovery offers Residential Low-Intensity Addictions Treatment (ASAM Level 3.1) for adults who need a safe, structured, live-in environment to support recovery from substance use disorders. This level of care is designed for individuals who are clinically stable and capable of self-care but not yet ready to return to independent or family living without additional support.
Our Level 3.1 program at 626 Denison Street provides a critical bridge between detoxification, higher levels of care, or outpatient services and long-term recovery in the community. Through 24-hour residential supervision, daily peer and group services, and individualized treatment planning, residents build the skills, insight, and stability needed to maintain recovery beyond treatment.

A Program Designed for Adults Who Need Structure Without Hospitalization
This program serves adults age 18 and older who reside in Maryland and meet ASAM Level 3.1 medical necessity criteria. Participants are motivated for treatment, able to manage activities of daily living, and appropriate for a low-intensity residential setting.
Residential Level 3.1 is often appropriate for individuals who:
- Require time and support to stabilize before returning to the community
- Need daily accountability, recovery support, and routine
- Are at risk of relapse without a structured living environment
- Are stepping down from inpatient or higher-intensity residential care
- Have completed detoxification and need continued support
This level of care provides structure and support without the intensity of hospital-based or medically managed inpatient treatment, allowing individuals to focus on recovery in a community-based setting.
A True 24/7 Residential Environment
Hope on the Hill Recovery operates as a true residential program: participants live on-site and receive continuous supervision and support, 24 hours a day, 7 days a week. Intake and admissions are available around the clock.

Clinical and recovery services are delivered during structured daytime hours (e.g., Monday through Friday, 8:00 AM–5:00 PM) to promote consistency and therapeutic benefit. Each day includes individual counseling, case management, and care coordination as clinically indicated; daily group treatment focused on relapse prevention, coping strategies, and life skills; and daily peer recovery support. All participants receive a minimum of five (5) hours of clinical services per week, meeting ASAM and Maryland regulatory standards.
Meals, Medication, and Daily Wellness Support
Stability in recovery requires attention to physical health and daily routines. We provide structured meal times and medication support, including assistance with self-administration and coordination with prescribing providers when appropriate.
Length of Stay & Program Duration
Residential Low-Intensity treatment is individualized and based on medical necessity, treatment progress, and recovery goals. Stays typically range between 30 and 120 days, with up to two non-consecutive residential stays per rolling calendar year, subject to ASAM criteria and authorization. Exceptions may apply for court-ordered specialty populations.

Admission, Insurance, and Support With Coverage
To be admitted, individuals must meet ASAM Level 3.1 medical necessity criteria and demonstrate motivation for treatment. We serve individuals who are uninsured (who qualify), certain dually eligible Medicare recipients, and those eligible for Maryland Medicaid.
